Unlike Google and Yahoo, which both collaborate with the Chinese authorities to ensure their content is available to the country's 300 million internet users, Wikipedia "has no interest in censorship", said Wales.
"The censorship body is a mysterious black box for what is censored and what isn't, often with little explanation or timeframe. We think that it is important that we don't [give in to China's censorship demands]."
The Chinese-language version of Wikipedia is one of the site's largest by user volume - but this audience is based outside of China.
"There are more Chinese speakers outside of China than there are Dutchpeople anywhere," said Wales. "Our Chinese version is active with or without the co-operation of the Chinese government."
