Morgan, who previously served as Euro RSCG regional brand director on Intel, joins the agency after Allan Medforth left the regional role earlier this year.
Currently serving a period of gardening leave, Morgan spent just six months in the regional MEC role, after initially joining the agency in April 2004 as North Asia CEO.
According to Universal McCann's global head Nick Brien, Morgan's appointment is part of efforts to build the IPG agency's integrated offer. While he declined to comment on Intel's probation directive, he said: "Intel is a very sophisticated and demanding marketer. Many global clients are dissatisfied and we have agreed to steps we can take to rectify that. We have been challenged by Intel to take steps. I have formalised an action plan. We have resolved not to chase new business but to stabalise our current client base."
At MEC, Morgan's departure has sparked a management reshuffle, with China CEO Bertilla Teo taking on a wider North Asia remit covering Greater China and Japan. Sources point to Teo as a likely candidate for the MEC regional chief role.
Meanwhile MEC's COO of its global solutions division, Stephen Li, will also oversee Southeast and South Asia management.
