"Launching ETTV in Hong Kong is a significant early step in our long-term strategy to build a global media brand, said group chairman Gary Wang.
ETTV1 is a 24-hour channel airing on i-Cable and featuring Chinese-language entertainment and news from the Taiwan broadcaster's seven cable TV channels.
Hong Kong is one of a number of markets the group has entered.
The other markets are North America, Southeast Asia, Japan, Australia and New Zealand.
The group's global push is being driven by an anticipated increase in demand for Mandarin-language programmes around the world.
In Taiwan, the group's media holdings include the internet sites ETtoday.com and EThome.net, southern Taiwan's largest newspaper, The Commons Daily, and six radio stations.
The group declined to comment on future expansion plans. However, it is believed to be planning an initial public offering in Hong Kong next year.
ETTV has been operating in the Taiwan cable business for more than 10 years.
