Movers: Appointment at Star
Star has appointed Joe Welch to the newly created role of senior vice-president, government affairs. Welch will be responsible for government and regulatory affairs and overseeing public policy issues related to Star's operations. Welch reports to chief executive officer Michelle Guthrie. He was previously regional director of government and regulatory affairs for MCI Asia-Pacific. Prior to joining MCI in 2000, Welch served as telecommunications business consultant for Booz Allen & Hamilton.
