That Galaxy Satellite Broadcasting has reduced its service charge by almost a quarter surprises few in Hong Kong's pay-TV industry. The operator, through its exTV offering, has failed to generate the levels of consumer interest that many analysts predicted, despite being backed by the production muscle of TVB, the city's number one terrestrial broadcaster.
