The brand has linked up with China portal Sina.com as host and partner of the site, which goes live on May 17.
Women of China, a women's press group, will provide content and editorial management for the site.
The site will include services for virtual communities to meet the day-to-day personal and professional needs of Chinese women.
Users will also have access to details on product launches through links to the local internet sites of the L'Oreal Group's other brands.
Paolo Gasparrini, director of L'Oreal Group in China, said: "Our partnership with Sina and the Women of China is a fundamental component to our strategy.
It will help us understand Chinese consumers even better, and will meet their needs."
