According to Law, there are 120 new pay-TV channels licensed for operation on the mainland, with more than 300 further channels awaiting government approval. But the sector's development is likely to be hindered, with the regulations preventing the distribution of available foreign content - except via limited partnerships with local players - and a dearth of quality local programming.
But Matthew Brosenne (pictured), international business director for CSM Media Research, said the situation was an opportunity for local content providers to step up and enhance their distribution platforms across a wider range of pay TV networks.
