Tsoi, who has more than a decade of experience in the advertising industry, has been with MediaCom for more than a year. In his new role, he will manage the Beijing office, which services Volkswagen, Oracle, GlaxcoSmithKline and Unisys.
Tsoi said: "In the past, I focused on handling the business for clients. After taking this new position, I will place more time on strengthening the effectiveness of the internal operations, inter-office communications, as well as staff training."
He added that the Beijing office, which has 16 employees, would expand its business to include integrated media planning services. "We are going to expand to not only providing media services, but also offer communications services to advertisers, such as events management, CRM and interactive.
We are now helping information technology and pharmaceutical brands launch campaigns.
"Our existing billings are not huge. Integrated media planning services will be the main strategy we will adopt in expanding our services, said Tsoi.
Newly-appointed general manager Kong has been with the agency since 2000, most-recently handling a portfolio of blue-chip clients such as Pizza Hut and Hutchison Whampoa.
Mike Townsin, regional director at MediaCom, added: "MediaCom Hong Kong and Guangzhou will now be managed by Kong as a single Pearl River Delta entity in recognition of the increasing business synergy between two geographies."
In a separate development, the agency's associate media director CK Lau will relocate to Guangzhou. Lau will report to Kong.
