Choo, who has been with Bates 141 for one-and-a-half years, said he handed in his resignation last month and will officially leave the agency next week.
"I have been in advertising for 15 years," he said. "As a creative, you want to evolve, you want to build something that people can use, instead of just creating commercials."
The new agency is still being set up, but Choo said there are huge potential opportunities. One of the partners is a developer, which gives it a cutting edge in technology. The new agency will have offices in Singapore and Shanghai.
Choo joined Bates in May 2009 and was responsible for managing the agency's creative teams in Beijing, Shanghai, Guangzhou and Chengdu, working closely with China CEO Arthur Yu.
He began his career in Singapore at agencies including TBWA, Batey and Y&R before moving to China, where he was named creative director at Leo Burnett in 2004.
Earlier this month, Jeffrey Yu, chairman of Bates 141 Asia, confirmed that he had been asked to leave the agency.
