ASC body to regulate Philippines' media

MANILA - The Advertising Standards Council (ASC), the tripartite group of the Kapisanan ng mga Brodkaster sa Pilipinas (KBP), the Philippine Association of National Advertisers (PANA) and the 4As, has shifted from the country's Adboard umbrella group to take on regulatory duties for the media industry.

Effective at the end of last month, the ASC has assumed responsibility for the screening and clearing of ad materials, which covers broadcast as well as print, cinema, outdoor and out-of-home, and will eventually include new media.

Milla Marquez, president of the 4As, said: “The council will also serve as an aggregator for disputes on advertising materials and will handle hearings and screenings of materials deemed to be in violation of the advertising code.

“The process has definitely been improved to facilitate quicker turnaround time for the clearing of ads and an integration of the advertising and broadcast code.”

Matec Villanueva (pictured), chief executive of Publicis Manila, noted that she was “all for the council”, which “was created primarily because the Adboard’s self-regulation capability has weakened following the departure of the KBP four years ago.”
