Singapore's move to open up its pay-TV market is a step in the right direction in today's globalised environment and especially for a country that has often been criticised for its tight control of the media.

But will there be any takers for the new licence? A dimunitive market size - one million households - and an incumbent that is bleeding serious red ink could leave would-be contenders wary. The again, cable penetration at a little over 40 per cent of households does indicate a sizeable number of non-wired homes and an opportunity for a second player to create a model that capitalises on the city's size and affluence.
